At any point in time, 1 in 46 Americans is on community supervision, and there are now about 4.4 million people on probation or parole.  What are we accomplishing with millions of people on community supervision? This volume of The ANNALS addresses the failures of probation and parole systems, the challenges faced by people on community supervision, and what can be done to improve opportunity for this population while improving public safety. Collectively, the articles make the case for a reimagining of probation and parole -- a paradigm shift in policy approaches from supervision to opportunity – and present new policy proposals for urgently needed reform. They upend the dominant policy discourse that sees more control and more punishment as the only pathway to controlling crime. Instead, we have at our disposal new policy ideas that can promote reintegration and opportunity, thereby improving public safety.
